Hokage and the sannin.CT is not as dangerous when you have several high level folks ready to take it down.

No CT, I emphasized that in the OP. CT would kill everyone on the battlefield including Nagato's allies so he wouldn't be able to use that technique

Sannin and Kage didn't have a counter for Gedo Mazo.

We've never seen Nagato use the Gedo Mazo in battle, so I don't think that could be included

Oops I forgot about that. Of course he did become paralyzed after using the Gedo Mazo that time so who knows if he could use it in battle like that again
