It doesn't work like that. When we've seen two Hokages at the same time only one was in the role. It is like the president, even after you're out of office you're still called Mr.President.

If he wants to be Hokage, it's because of the right reason. He wants to protect it.

It makes them a candidate, just not a viable candidate. The Jounin can vote for whomever.
