Lineage doesn’t matter as much as your making it out to be, both oro and jiraiya where considered for the position with the latter straight up turning it down, and neither had any relation any previous hokage. Neither did minato, nor hiruzen.
I don’t think being a woman matters as much either cause, let’s be honest, tsunade was already there, and no one in the series considers her a failure. Plus there’s Mei and kurotsuchi.
It does matter. The sannin were considered because they were strong and students of the 3rd.
Minato was a prodigal person who was mentored by jiraiya.
Hiruzen was personally chosen by Tobirama who has a relationship with him and Danzo.
Being a female does matter. Tsunade was literally the last choice and even her grandfather feared the condition of the village when he discovered she was leading it.
Mei and kuro are outliers and actually strong within their respective village. Whereas Naruto, Sasuke, Kakashi,Gai and man others dwarf her in power. Which is why Withot naruto’s Assistance would have resulted in konoha being irreversibly destroyed and them without leadership.
If Boruto wanted to be Hokage, it would be a easy pick over Sarada due to who he is.

And that’s just on his father’s side.
It’s politics. Same reason Madara was boxed out of Hokage. Same reason Tobirama picked Hiruzen without consideration of the village elders. It’s about your pedigree and who you know in combination of your power.
Boruto has a seal from killing a god and a dojutsu never before seen in the series. There’s a reason Sarada was shook when asking if he wanted to be Hokage.
