In terms of usefulness to the village..

1: Hashirama
2: Minato
3: Tobirama
4: Hiruzen
5: Tsunade
6: Kakashi
7: Naruto
The last two have no feats suggesting they've done anything GREAT for the village. If by how powerful?

1: Naruto
2: Minato
3: Hashirama
4: Tobirama
5: Hiruzen (Prime)
6: Kakashi/Tsunade - Can't decide. .... Either way, you argue because Hiruzen has all elements, well thanks to Kishi handing them out, so does Tobirama and Hashirama. Tsunade is one away from having them all and I think Kakashi is close too, that REALLY doesn't matter.
