I agree with this list. Senju bros are the two strongest hokages not including Naruto.

Naruto can be his own Gokage honestly. Kakashi doesnt have DMS as hokage stop overrating him. Minato doesnt have bm as a kage and his sage mode is useless.

Nope. Databooks and Manga state that he knew and was able to use all non KKG and KKT jutsu of the Leaf.

Reasons behind this list?
*Prime Hiruzen is just Hype by kishi at the very beginning of the manga and fan service.
*Kamui Hokage Kakashi does not exist, because Kakashi became Hokage when he didn't have MS anymore, so basically he has only one of the two, either he is kage and does't have MS or he has MS and is immediately disqualified for not being a Kage.

*I tied Tsunade with Tobirama supposing Tobirama can't use Edo Tensei, but if he can, then tobirama goes up.
*Tsunade is up there, because none of the techniques shown by Tobirama, Kakashi or Hiruzen can kill Tsunade.

I'm open for debate.

Kakashi is at the bottom as the Weakest Hokage of all time, Tsunade is above Him. She survived against Pain assault against the Village and saved the majority of people. Kakashi died against Pain, had Naruto not change Nagato’s mind Kakashi would still be dead and never had ben Hokage thus not on the list.
