What you fail to understand is Naruto's RSM doesn't require the tail beast chakra like Madara's version does. The databook makes that clear.

The time stamp shows them fly. That video shows Naruto and Toneri moving away from each other at high speed and stopping in midair. After Naruto creates his planetary rasengan he moves towards Toneri while still in midair. They weren't just floating in place like the debris.
