Kakashi still punks him.
-Still has Raiton Clones to temporarily paralyze him. And normal Shadow Clones for feints.
-Even if he can't use Raikiri without being easily countered, he still has his lightning running beast, and he still has Raikiri Kunai, which has penetrating power superior to the regular Raikri by far going by feats and by common sense, considering that the tip of the Kunai is far more focused than Kakashi's hand, so put the same jutsu on it....and it'll penetrate deeper. Since he's not using raikiri, he doesn't get the tunnel vision effect.
-Still has speed great enough for him to contend with this guy.
