Based on perception one would think a Hokage represented a leader of its people.

However, based on manga it shows that a True Hokage is someone willing to selflessly pay the ultimate price for its people. Not just lead them.

Because of this here is a list of Shinobi that truly represented this mind set: These men selflessly gave their lives to allow the people to continue on.

Hitler, Stalin and Mao were great leaders as well. Committed genocides but still had people that liked them/supporters.
