Kakashi then a tie between Sakura and Shikamaru. Sakura has plot no jutsu on her side and is the disciple of the 5th and Shikamaru is a natural leader.

Naruto is too young at the moment to even be considered a Kage. Kakashi will be the kage if anyone till Naruto is molded into such a being.
