Hit's ability is to time skip, but as we learn later on in the series is that his time skip allows intangibility because he has a time storage (dimension) that he keeps his body outside of time.

The only thing that really differ is that Hit's time storage is way smaller than Tobi's dimension and too close for kai to crack open.

Dimension shift is to move into a space outside of time. That was the extent of Hit's time space, it literally mimicked the mechanics of Kmaui :lol
