First there was kagua his dojutsu was strongest of these 3 below - byakugan with sharingan aspects

then sage born he have eyes much closer to byakugan than sharingan, which basicly are byakugan with strong jutsu

sage kid indra is interesting case. he cant have eternal mangekyo (brother eyes) yet he have perfect susano'o it might be because indra chakra is very potential he can draw PS without ems

or this point in time eyes mutated very fast since god tree chakra fuit was less and less inside in each kids
so my point: indra had ems begin with he didnt need to kill anyone. from him cycle of hatred begun and in time sharingan mutated - now you need to kill person close to you obtain mangekyo (power of indra) and brother to make that power permanent...

Kaguya was omnisexual. His/her power was so great, they could switch genders at will (hence the Reaper having a masculine appearance).
