Every Hokage is known for his/her own very seperate and distinct jutsu
Hashi: Just by the name SENJU HASHIRAMA........... all things fall in place(no need to elaborate)
Tobirama: OP sensory, powerful chakra, FTG, OP suiton techs
Hiruzen: Mastery of 5 elements, Enma, knowledge of all konoha's jutsus and probably, ability to use all konoha's basic nin, gen and taijutsus.
Minato: Rasengan, FTG, great Shunshin, powerful sealing techs.
Tsunade: OP life force, great chakra control, most powerful random medical jutsu(able to heal thousands at once), beast like strength.
Kishi decided to leave Hiruzen out of Juubito's and Madara's fight cos he knows how the third could change the tide of battle. Remember Hiruzen was the first person to analyze and get results from Juubito only during a very short encounter for about 30 seconds. He was able to confirm without EXTREME sensory or insight (dojutsu), that Obito was manipulating 4 elements to be able to neutralize jutsus. I'm pretty sure if he had not been taken out by Juubito, he would have figured the onmyoudon and also figured that tried other means tracking his weaknesses which will result to trying senjutsu. I'd say he's the only hokage without any special KKG or OP jutsu. I'm sure he was so skilled, farther than the likes of Kakashi, Oro and Itachi to be able to manipulate 5 elements to such a level without the use of sharingan to copy. Ya, I think in his prime, he was truly the strongest (most skillful) of the Hokage (in a way).
