This guy has it half right.

It's an original attack made by Hiruzen himself, and it is more OP than even KA.

Using the Neutraliser Jutsu, Hiruzen can one-shot Kaguya.

However, it requires high chakra reserves, and is thus only useable by Prime Hiruzen.
