if sarotobi knew that itachi thought like a hokage why didnt he promote itachi or better yet shisui to the posotion of hokage(after minato's death) in order to appease the uchihas. cause i may be wrong but it seemed kinda pointless to slaughter an entire clan when you have 2 capable ninjas with strong will of fires can be promoted and propably bring about a peaceful resolution

This is Itachi we are talking about. not enough info on shisui but his genjutsu was on the highest levels in the manga. And they were going to make Kakashi hokage instead of Danzo i don't think it has anything to do with strength

Itachi is more then capable...

he's extremely strong without mangekyo sharingan...

His wisedom was on par with a kage at 7 years old...

What do you mean the tile of hokage is to the strongest shinobi at the time. 4th stronger than itachi and the 3rd is stronger than the itachi.

check danzo flashback when Hiruzen was promoted to third hokage

You saw the way then other kages reacted to Gaaras age. At 16 he wasnt respected, imagine how the village would of reacted to a 13yr old hokage

Itachi was a double agent for hokage deceving his clan.. if he would be in position of power ,his loyalty would be tested by his clan and his elders(sake of village) and it would still somehow cause the uchias to rebel or the elders to act if itachi and clan would try to get total power and everything would fail since the civil war would go on causing other villages to attack and invade konoha
