Hiruzen's decision to pair Naruto and Sasuke on the same squad

I know there has been several instances in the filler episodes about the reason Hiruzen paired Sasuke and Naruto on the same squad. The reasoning was Sasuke's sharingan would be able to subdue the kyubi influence in Naruto. However that seems redundant with Kakashi on the team. Kakashi's sharingan is capable of genjutsu as well. We know it only took Obito using one sharingan to hypnotize Kurama when he attacked the village.

So WTF Hiruzen? He lived during an age where Uchiha members were active members of the village and even had an Uchiha on his team. He should be familiar with the powers and limitations of the sharingan. Danzo only had one ocular sharingan and he intended to use it to control Naruto/Kurama.

Kakashi himself is not a uchiha.
Tobirama already explained the scientific process of how the sharingan works.
Its best in the sockets in an individual from the clans it came from as the uchiha are the ones who have that strong spiritual energy of the sage and danzo implanted the cells of hashirama to subdue the tailed beast not the sharingan.

I have no idea what hiruzen was thinking putting a commoner with the likes of someone who is the nine tails' host and carries the blood of the 4th and the uzumaki clan and with someone who was the child of uchiha's leader and the brother of a 13 year old anbu, with the potential to unlock the sharingan. Great job hiruzen

Kakashi being paired with Sasuke makes sense for several reasons.

Kakashi being the mentor to Naruto was a noble gesture, but Kakashi never gave Naruto the attention he needed to progress. As far as controlling the Kyubi, Kakashi never attempted to subdue the influence of Kurama. Instead relying on Jiraiya's seals or Yamato's wood style. Was Kakashi lazy or incapable of doing what Obito did?
