Kakashi,Itachi,Jiraya All of them wuld be cool hokages but they dont want that posicion....
All hokages are failures
1.Hashirama....Left Madara to live and now Lock what they have
2.Tobirama....Culdnt kill all uchihas
3.Hiruzen Failed as Teacher and Failed as Hokage culdnt handle things Danzo had everything in his hands
4.Minato...Failed as a teacher
5.Tsunade...Nothing compeared to the preavius hokages....

The whole point in Itachi going undercover was so that he would feed the Village with any information...
Hiruzen probably knew about the Akatsuki because Itachi told him. It was Obito who tried to recruit him after-all! Itachi knew he wasn't able to tell anyone, giving that it would but his position in danger.
He wanted Naruto to live a normal life.... The people of the village hated him enough. What do you think would happen if everyone found out that Naruto is the cause of a group of extremely dangerous ninja coming after the village?
Itachi went in to keep control on the inside. He would merely give Hiruzen an update, so that he could take the correct procedures, in-case the did try and infiltrate the village.

Hiruzen was respecting Itachi's wishes so Sasuke wouldn't know about the truth of him and kill him like Itachi wanted.
Jiraiya knew about Akatsuki all on his own I suppose by following Orochimaru.
If Hiruzen told the Leaf about Akatsuki, then some Leaf Ninja would go after Itachi & try to kill him..
If that happened , Itachi wouldn't be able to have his fated match with Sasuke.
