I think, Hiruzen was a transitional hocage and was never meant to be a cage; I think Tobirama was forced to appoint him as a cage, because he (Tobirama) was the last Senju or at least the only Senju age-wise to be a cage at that time.

Bro hiruzen apparently was the strongest from them, and he was willing to sacrifice himself, he showed the will of fire and he had great potential since he was trained by the former hokages so he was more than kage material.

Tobirama chose Hiruzen to be Hokage because Hiruzen was already the strongest in the village at age 16. (Not including Tobirama)
