Manda sized Katsuyu is ~5% of the slug. Both Tsunade and Sakura were needed to summon 10% of the slug.

Full intel means Hiruzen is aware of his inability to grievously injure Tsunade, so most likely he would attempt to stalemate with RDS.
Then again, she knows the danger of him coming close, making it very hard or even impossible for him to get near her. This would make him tired and weaker as the fight goes on, potencially giving Tsunade an opening.

Katsuyu should be restricted althogether.
