IMO Hiruzen wins high diff

Hiruzen can win this.

Enma pole can quickly extend towards Onoki to interrupt jinton prep. Rock golem can be countered by raiton stream and Hiruzen beats him in close combat. Reaper Death Seal is not restricted so this may be a tie.

Yep, Hiruzen has the means to disrupt jinton's prep with shadow clones, elemental streams (which didn't require hand seals to fire off), and the extended Adamantine staff. Moving Earth Core can be sensed and evaded, or escaped by using said staff, and Ōnoki's Wood Golems get pierced through easily w/ raiton.

Hiruzen wins with high difficulty. Outlasting can even be an option, since Jiraiya's chakra levels are superior to Ōnoki's.

Hiruzen already admitted to having full intel on Onoki's jinton technique.. Couple that with his enhanced chakra reserves and long range techniques and you have a very clear victory.
