Yep. He doesn't rely on a Kekkei genkai, that's what i like so much about him
just pure skill. I wish we got to know more about him though :/. About him being the strongest hokage during his prime....i don't know, there's just so many variables when comparing the hokages, so it's hard to say, but without knowing more about his prime, i'd rank him just under Minato and Tobirama. But it all depends on the openent they are facing, Reactions and speed are good things to have against certain oponents, maybe hiruzen has something that will prove vital against a diffrent kind of opponent
