Well Hiruzen saved his village from Orochimaru in part 1 whereas Tsunade failed to protect the village in pain arc.
So yes Hiruzen was a better kage than Tsunade who lived and died for his village.*_*

Actually this is a common mistake Tsunade and Sakura fans makes when they say that their only job is to protect and cure fodders. I am not bashing but My question here is what if Pain kills or capture Naruto which he almost did before Hinata intervene?
Could Tsunade still save her village?
I donot think so.
That is why I give Hiruzen a point as he personally stopped Orochimaru to destroy his village whereas Tsunade went behind the lines to cure fodders.
