So far, he's done only 1 jutsu and Kishi is aware of that. Every other Kage has has has some time to shine. Take a moment to look at the way everything has gone since the revival and you'll understand.
618- Kages are revived.
619- Dialogue between everybody.
620- Hashirama/Tobirama chakra flex, Hashiramas story begins.
621-626- Hashiramas story ends.
627- Kages set off for the battlefield.
630- Minato arrives.
631- Rest of the Hokage arrive, Sasuke arrives, Minato KCM.
632- Kages barrier, Sakuras diamond thing.
633- Emphasis on KCM Naruto=Sasuke, K11 progression shown.
634- New Generation Sannin summonings.
635- Gokage healed, "Burn it down" quote.
636- Hashirama, Tobirama and Minato create clones (Why didnt Hiruzen? thats a mystery to me). Minato cuts Obito. Juubi's jinchuuriki.
637- Explaining what happens. Juubito breaks seal. Hashirama states Juubito is stronger than him.
638- Juubito goes ham on Kages.
Hashirama wood clone wraps Juubito.
Tobirama uses infinite paper bomb jutsu.
Hiruzen uses shuriken Kage Bunshin jutsu (seriously, didnt Naruto use this thing in like part 1 fighting Zabuza? Cmon now).
Madara Hashirama begin the face off.
Juubito malfunctions.
Minato attempts jutsu, fails.
Sasuke saves Naruto.
640- Minato attempts jutsu again, fails.
Obito body struggle with Juubi. Wins.
Juubito ascends to Imperfect Rikudou.
Attached bomb to Minato.
641- Tobirama restored, saves them.
Naruto/Sasuke fuse attacks.
The Fast Four land a hit, finally.
So as you can see, everybody has been establishing multiple feats and showing out... Even K11 and Sakura, while Hiruzen has been out there taking cheer leading lessons.
So, we know it took 3 chapters for 1 of the Kage to arrive, and 4 for the whole squad to get there. And it's a much bigger stretch this time, it's already been 5 chapters and still nobody. But it's only a logical guess for me to assume Hiruzen will get some time. Here's why-
•Tobirama has already been restored, which means Hiruzen must be as well.
•The same way Tobirama made a comeback, Hiruzen will make one as well.
•Each Kage except for Hiruzen has already had some solo-screen time as well. Hashirama had his in the flashback. Tobirama had his this chapter. Minato has been having his for a while... and Hiruzen hasn't.
•Once the Gokage get there, there'll be a waiting line for Hiruzen and Onoki to show their stuff. Here's how it will go.
First, A will show up since him and Minato already have some chemistry with each other. They'll probably get a pairing combo in.
Then it's Tobirama and Mei... I say this odd pair up because as we know, Mei is a sucker for cute guys, and Tobirama seems like the heroic badass version of Sasuke, who she already thought was cute. Plus as far as we know he's never had a wife, so she'll probably have some comedy relief dialogue with him. And as if that didn't seal the deal, there's a potential Suiton/Magma combo attack which is too good a opportunity for Kishi to pass up.
Then it's Hiruzen and Onoki, the Senior Squad.
After then It's Naruto and Gaara, a demonstration of the rising generation.
And last but not least, Tsunade and Hashirama for the grand finale. They'll probably both face off with Madara since Hashirama will certainly be having a MUCH harder time with him than he did before.
So... There's my prediction. And like I said, having Hiruzen wait that long before getting some screen time would be outrageous, and he needs some time on his own to show his stuff. So yeah.
