No he is not dead. That was before obito took control of the juubi inside of him. So he wasn't using the yin/yang jutsu at that time, so hiruzen can regenerate. Obito hit tobirama in that mode to, and tobirama came back. The only one obito hit so far with yin/yang jutsu was minato.

He probably knew those shadow shurinkens would have no effect, so he probably did as Tobirama - he used it to gain some other type of possible advantage. Only Kishi knows how, though I could see Hiruzen being used to extract some of the Juubi's powers from Obito at some point, or perhaps an arm or a leg, which would disable some of Obito's quickness and limit his movements, so that Naruto and Co. and take him out easier. It would be a solid way to avoid Obito losing due to plot no jutsu, though it's almost unavoidable...
