He is the strongest overall... We don't know his prime abilities or even his signature & trump jutsu
Hashirama has more raw power but was surpassed by HIS PRIZE STUDENT
Because we've seen several other kages we cannot diss regard what thee manga and databook
We can't make a list when we hasn't seen the other 4 1st other 3 2nds & the 3rd mizukage in action but hiruzen is still #1

God u guyz are bunch of Idiot .....Do u ever think when u write dis things....God...go and Watch naruto from season 1 or read Narutopedia God u guyz are F***** Why would u compare Hiruzen and Minato or wit incomplete Hashirama or his brother....Hiruzen is No where Near those Guyz

Hiruzen defeated 1st & 2nd Hokage & yu can argue that he techniqually defeated Orochimaru where he died.
He also summoned Enma and forced the Kyuubi out of the village with a single strike.
He was said to know/be able to use all jutsu in Konoha.
He was said to be the strongest Kage in his prime, and that means he was more powerful than Oonoki, 4th Kazekage, (The Mizukage of the time) & 3rd or 4th Raikage?
Well i say he is at his prime in top 5.
