considering how old he was and the number of highly skilled techniques he used as well as how long he held on physically despite being impaled through the chest with a sword, I wouldn't count Hiruzen down as being incapable of using Sage Mode.

He was putting up a barrier. Tobirama could only make two clones with the barrier up, and Minato only made one with the barrier up. They have great reserves. Hiruzen had good to great chakra reserves, it is his physical energy that is sucking. In his Prime, he would have had more balance in Physical and Spiritual energy, enough to balance into thirds with Natural enrgy, and enter Sage Mode. Maybe.

Now that I think of it, saying he had Sage Mode at all is nothing more than speculation. Where would he find the time? Before becoming the Sandaime Hokage, he was Tobirama's subordinate and they were at war. Of course, after that he was the Hokage and leaving would cripple the power of Konohagakure.

The ANBU themselves stated that he was in no condition to be even using Kage Bunshin, and they served under him for years. Judging by his performance in the only fight we've only seen him in, he doesn't have chakra reserves on the level of Jiraiya or a jinchuuriki for that matter.
