Naruto and Sasuke are on the same spot, but i count them as seprate people so this is still a top 10.
This makes him 11, so not on top 10, but still strong ^^
(I put Minato above Tobirama and DSM Kabuto because of Rasengan, doesn't need handseals and can be formed instantly, which compliments his high speed and ftg )
