He along with the other Hokage are named the "Biggest of the big fish" implying that he is also on the level of High Kage Caliber. The statement includes Hiruzen!!! Don't forget that!

This is the author Kishi's opinion. He called Hiruzen and the Hokages to be on a whole different level. He is trying to tell us that he is strong. The feats will come soon and when it does believe me! It will be amazing to see how much people will jump on the bandwagon. You can say all you want for now that his feats make him weak BUT the author himself states on bold that he along with the other Hokage are the biggest of the big! This makes him credible to be considered "Strong" and not "Fodder" because by than you would be arguing with the author's opinion! =D

Just relax, I know it's tempting to jump the gun here.. Hiruzen will be top twenty at the least by the time the series ends. We just need to wait for him to show us what he can actually do. Patience, I personally have waited years for a situation where Hiruzen could show off. Whether by flash back or something like this. We can wait another month or so
