Not really. Logically speaking, Tobirama insinuated that he was brought back at "full" power during his second resurrection.

Love how NB logic > Kishi words. NB users must be all knowing and can rewrite Kishi's manga. Seriously though, this is a manga, written words from the author are law until the author goes back and directly contradicts what was written. Your assumptions that displayed feats = real power regardless of what the creator of the manga says, is seriously flawed. Kishi uses legends and "hype" to give characters backgrounds without wasting panels drawing out every scene.
