Based on feats thats we have seen, Hiruzen is by far one of the worst Kage in terms of power his techs are high Jounin level at least.

Hashirama feats- Powerful enough to take on Madara and Kurama, and come out victorious. Dont need to mention him

Tobirama feats- FTG, large scale water jutsu, powerful chakra, sensing skills

Hiruzen- shadow shuriken, dragon flame bomb, earth wall, Enma, RDS.

Minato- FTG, Rasengan, summoning, S/T Barrier, superb reflexes, fuujinjutsu, RDS

Tsunade- Super strength, mega healing skills, summoning

Out of all the Hokage, he is very lame, Enma is his best offense, otherwise, Hiruzen is low kage in terms of power.

Heck even other Kage can take him out.

3rd Kazekage, Oonoki, 3rd and 4th Raikages

Mei and Tsunade beat him low diff just by flashing him.

Hiruzen is a disgrace to all Hokage in terms of power, and as ruler, he wasnt anything special either.
Even as an Edo, he isnt impressive. Only difference is his shadow clone shurikens were bigger...

Well, haha. NO.

Orochimaru was sitting back while he made tobi and hashi toy around with him. The moment Hiruzen was caught in the darkness genjutsu, Orochimaru, or any of the senju bros else could have just stabbed him, or cut off his head. Not only that, but Hashi only used ONE Mokuton tech, while Tobirama only used One water tech, no FTG teamwork, no wood dragon, so they obviously werent going all out..

Agreed, however his overall ability might be overwhelming to most ninja. He has a jutsu arsenal comparable to Kakashi with his sharingan's copying capabilities. That's even without Enma. However, he is the weakest hokage in my opinion, he's not the weakest kage by far.

Some hypes are real & some aren't , that's part of the story , we can't believe everything a character sais , we have to get there ourselves with what we got & he is weak. And if i remember correctly he was only said to be the strongest , not that he actually was .
