Said by someone with a Hiruzen avatar. Not even giving Itachi his credit. You make it sound like it would be an easy battle for Hiruzen.
I bet you couldn't give me one scenario where Hiruzen pulls off a win.
Give Hiruzen all the jutsus in Konoha other than KG, hidden clan stuff, FTG, and give him Enma. Now please try and come up with a scenario where he wins.
If you can do it, and do it well, without spouting BS I make a vow right here and now that I will give you all of my kumi.
Requirements to the deal:
1)Don't make up BS jutsus that we haven't seen.-- What mean by this is don't say "Well he might have had something" Use any non-kg jutsu, or hidden jutsu you want that Hiruzen could possibly have used in life (even though odds are he didn't know all of them I will allow you to use any Konoha jutsu)
2) Be realistic about his speed and chakra levels
3)That is it for now, if you say something insane though I will make a new rule accordingly.
So there you have it, all my kumi for making me believe that Hiruzen has better odds than Itachi of winning. Not just one crazy far-fetched scenario, but legitimate counters to Itachi's moves.
It should be easy enough if Hiruzen wins "with no doubt".

I dont think theres a scenario where Hiruzen Sarutobi wins without a doubt. Itachi is a powerful ninja in his own right, as stated by Kabuto when he played Koto Amatsukami out of seemingly nowhere. Heres some thoughts that I have on this:
1) Itachi Uchiha has all MS techs under his belt by the likes of which Hiruzen has probably never seen. However, he does have a good idea of not to look into his eyes. He was connected at some point with Kagami Uchiha before Tobirama went to his death. Seeing as Danzo's squad and Hiruzen's squad seemed to work together at points, Hiruzen should have been able to find out how Sharingan works through observing Kagami. However, that does not imply that Kagami had access to all the MS techs or even MS itself.
2) Hiruzen Sarutobi has the power of all of Konoha's techniques, this gives him an edge fighting against Itachi one on one. We've seen that he could create powerful Lava Element fireballs by combining Doton jutsu with Katon Jutsu. Combinations of these types of elements give him an edge. Now that would mean Hiruzen's chakra levels should be high enough to handle powerful elements and combine them at the same time.
3) Itachi's speed would be one thing he has over Hiruzen. If Edo Itachi was able to simultaneously dodge Killer Bee and KM Naruto (who is now near FTG speed) then obviously he has quick reflexes thus speed. His Sharingan would allow him to counter Taijutsu from Hiruzen with some ease.
4) If Hiruzen has access to FTG then he would be killer in this battle. However its hard to speculate if he uses kunai's similar to Yondaime. Even so, FTG would place him in numerous advantages if he can pull it strategically.
5)Both ninja have some kind of advantage over the other. For instance, Itachi would not know every single jutsu Hiruzen has to use and Hiruzen does not know that Itachi possess powerful MS jutsu either.
Conclusion: Both ninja are paired up pretty squarely but Id have to take Itachi's side on this one. Both ninja are at disadvantage but Hiruzen seems more at a disadvantage in this battle. Even though Itachi is overpowered through techs, most of Hiruzen's jutsus wouldnt work on Susanoo or if he gets trapped in Tsukoyomi. Hiruzen even said himself that strength is not determined by the number of jutsus a ninja masters. Itachi has his bases covered with Susanoo and the rest of his MS techniques. The most formidable Hiruzen has would be FTG due to how quick it could put him into killing Itachi. Hiruzen's Death God Sealing technique is a stalemate since it seals both casters. But Sword of Totsuka would seal just the opponent. Yata Mirror would deflect most jutsu's and Enma. The rest would just be to kill Hiruzen. However, if Hiruzen was able to get close enough with FTG and smack him with a powerful jutsu, then it could turn his favor. Even so, one jutsu close range cannot decide the entire battle from what we have seen. It would depend on some kind of jutsu we have never seen from his arsenal that would be one shot kill, however that would be in speculation and not through solid facts. Itachi takes this one with great difficulty.
