Prime Hiruzen - Hyped to be the strongest of all the Leaf Kages that means he was more powerful than Hashirama and Minato in theory.
Had the Nickname - God of all Shinobis => He was the strongest Shinobi in his Prime.
Knew almost every jutsu present in the leaf [except KKG Jutsus] when he was in his prime.
That Means that there is a possibility that he knew all the Jutsus used by Tobirama his Sensei [teacher].

He's got 5 in everything and 3 in strengh,stamina and speed
but these stats belong to a 68-69 year old Hiruzen
So its safe to assume that he had all 5s in his Prime giving his the perfect 40.
This also does justice to all the Nicknames and the Hype.
But there are some other OP shinobis such as Naruto,Tobi,Hashirama or Madara even...these bastards are hard to beat for anyone but Hiruzen can still take them thanks to RDS.
So its safe to say that Prime Hiruzen is unbeatable 1 on 1.
