Tobirama... yeah, we want him. Minato? naruto's dad... of course! eh... didn't we got some old geezer??? Ow yeah... there he is...

Well, by that logic Tobirama's not needed, either. He's just there. He can't really do anything about Madara, and Tsunade only seems to care about her grandfather, so character development doesn't work there. People just tend to be fans of him more because his design is cooler.
