As much as I think this would be awesome I dont think tailed beasts are contract summons, they are tailed beasts.

Example:

Manda is a Contract Summon
Kurama is a Tailed Beast.

Just because both are animals does not put them in the same category

Well... Goku looks like a monkey, but... he's not classified as a Monkey... he's a Bijuu? BLEH IDC.

That example doesn't work as Kurama was summoned by Obito.

Because we've seen him summon Enma,

Therefore he can summon Goku.

By this logic Tsunade would be able to summon Saiken
And Gai should be able to summon Isobu
