hype says he's the god of shinobi so unless Hashi is a multiversal omnipotent being his actual strength doesn't beat 3rd's or even Pein's hype, of course his feats > Hiruzen's feats but even Gai can overpower a 70 years old grandpa so it's not a big deal

Hiruzen people saw what he could do they hailed him as a god of shinobi

...people who actually saw hashirama probably told stories and he was believed to the a god of shinobi aswell... but people who never saw him fight never believed him ...they labelled it as a fairytale thats why only hiruzen had the title until hashirama was summoned.
