only for Kabuto to turn around and summon a Kage who was w/o a doubt more durable and stronger than Hiruzen in the war that was from his generation. Like i said before, unsubstantiated hype. More to the point, Onoki was shown to be able to nuke an island as well as being able reduce ppl to nothing, and i don't recall Hiruzen ever showing a feat that comes anywhere near that. The dude had trouble mustering up the strength for a few shadow clones against Orochimaru lol

Hiruzen had difficulty creating Clones cause of his Old Age, and even in that form Kabuto (had studied numerous Kages with Orochimaru, very reliable) confirmed he still was the strongest leader of the 5 nations.

This confirms that Hiruzen is greater than Onoki whilst being severely hampered by Old age, as well as the fact Hiruzen was greater than the other Kage alive. The thing with Hiruzen is that he was best at his youth, Kishi didn't get to show time of his Youth which is why people doubt Hiruzen.

Sandaime Raikage. That's who. And he would be from Hiruzen's gen. He's literally the only human up to that point who was stated for an absolute fact that was capable of fighting a bijuu. Hiruzen has nothing whatsoever that puts him in that league.
you're discounting the facts that Onoki used up a lot of his chakra against Edo Madara and it was impossible for Hiruzen to ever run out of chakra. Seems like you're having trouble reading the manga properly yourself.

Lol the 3rd raikage is not stronger than Hiruzen. Hiruzen Is more than capable of putting him down.

In episode 284 Danzo stated that Hiruzen was unparralled in regards to being the best at using Ninjutsu.

Looking back at it I think this may be true. Hiruzen is the best shinobi we have seen at using (and staying true to) ninjutsu. He is the only shinobi who still uses hand seals (other than tobirama, the alliance, and minato). He knows just by looking at handseals what jutsu his opponents are going to use and can immediately counter it or replicate it. And he can use any element with his ninjutsu.

Who in the manga could surpass hiruzen in ninjutsu or is he truely the best ninjutsu user we have seen in the manga.

I would like to note that KKG's DONT count as standard ninjutsu and that is what I am refering to.

Actually using KKG is a higher level ninjutsu, you have to combine 2 or 3 elements to make a new element which is a higher level of chakra control. using lava element>using fire element. Mei would be put higher than Hiruzen in ninjutsu since she can use Earth, fire, water, lava, and acid/boiling which are stronger than using the 5 basic elements since they are stronger and require more skill to use. Oonoki can combine 3 elements sohe is up there but below Obito who combined 4+ elements. Naruto is probably the best being able to perfectly combine the Bijuus elements with his FRS; mostly due to his chakra control training. FRS is a S rank jutsu and he's adding other elements to that making it even stronger; like SS or S+ depending on a level you want to name it.
