intresting match up the fourth and 3rd raikage are beast but ima go with the hokages on this one minota and the fouth have battled it out before and it mostly ended in a draw but the third hokage is very resourceful with many jutsu at his disposal

Hokage definitely. Might not be easy but they can win. Ftg and rasengan should be able to do what Naruto did to the third raikage. I think.

Hokages because hiruzen was said to be god of shinobi during his time, it's likely he was stronger than 3 raikage and minato almost beat 4 raikage
