well technically the moment obito killed her just after kushina gave birth to naruto, hiruzen did somehow feel her death and said her name to himself in a very sad tone...i guess its the fact that he is old and a hokage and knew that things like this happen and he has come to terms with things...many shinobi do this just like itachi killing his clansmen, yet he has never had any remorse even for killing his parents

Hiruzen was the face of Konoha. What kind of example would he have set for the men, women, and children if their greatest protector was crying and showing sadness and weakness? Hiruzen cared about the emotional and physical well being of the his villagers--whom he loved like family--first and foremost.
