Well people saw Hiruzen as the best Hokage ever so I don't see why I would choose Danzo

He didn't lift a finger during Pain's invasion of Konoha. He even helped in delaying Naruto's arrival buy killing a messenger frog. Teuchi the ramen guy would make better hokage than danzo.

Danzo would have tried to crush the other villages, leading to more wars. Hiruzen was too soft, but at least he genuinely wanted peace.
