Hirudora wins high difficulty
Why? I went through a little study
Hirudora : It launches an air pressure at the opponent in the form of a giant tiger. As the tiger advances, it takes more of a solid form by condensing and focusing the surrounding air. Also the tiger explodes on command
Jinton : It allows the user to create, shape the earth, wind and fire elements together into a 3D form. It allows user to manipulate molecules and an ability to disintegrate anything on a molecular level within the 3D boundaries.
Both the jutsus are more like 3-dimensional.
Jinton carries a disadvantage. The disadvantage is that once the jutsu is released, it cannot be manipulated as well as controlled. It will destroy anything in its path. It progresses in a straight line in the direction of release.
Also, Hirudora can be fed as well as controlled for a long time since the user is surrounded by air which can be used as long as the user wants. Also it gets strengthened as it advances.
Also the moment when both clashes, only the part of tiger which is within the Jinton gets damaged but can be formed back.
The user of Jinton only controls the direction of beam once released. But user of Hirudora can maintain the tiger as long as the tiger is fed. Also the explosion of the tiger is controlled.
As long as Hirudora pushes the Jinton beam, Hirudora wins.
