Hiraishin - How To Learn It?

I'm unsure exactly just how one would go about learning this technique. I'd assume they'd need to be sufficiently skilled in Fuinjutsu and possibly learn to engrave the Jutsu Shiki with chakra in order to create the beacon that responds to you and you alone.

You need to be a sensor ninja. Minato and Tobirama senses where their seals are and teleports to them. If a kunai has Minatos seal on it, and that kunai moves even a little bit, Minato will sense it move. Also yes, you do need to be skilled in sealing jutsu.

Would chakra control help?

i would imagine you would need to learn the seal formula to do it.. since both tobirama and minato have seperate seals.. this means that the seal is unique to the user

a high level of chakra control would be needed in order to place the seal since its your chakra that forms the seal in the first place

since the seal is connected to the user the sensory abilities might not be necersary.. it might be automatic because of that connection.. however good sensory might be needed in order to take full advantage of the technique
