Sasuke had multiple stages and development with showcase of huge amount of panel time.

I'll say Suigetsu will win, becuz he have the kubikiribocho and he likes cutting stuff in 2 and not onlybecuz of that,suigetsu is a good water style user and suigetsu its not good only becuz of his Hydrification, its becuz of his swordsman skills and water skills, hinata is strong tho she will give suigetsu a tough fight
