My opinion:Even though hinata is 1 meter out of neji's range id still give it to him

Hinata was said to be able to protect CURRENT Neji too, which means they weren't so far from each other in terms of battle prowess during the war, although Neji is still superior.
Even then Neji had better speed but Hinata can use Gentle Step Twin Lion Fists to put him at a disadvantage in CQC and she can attack mid-range with Eight Trigrams Vacuum Palm. Of course Neji could use Kaiten to defend making it more or less a battle of attrition.
If Neji wins its certainly high-diff but i can see Hinata achieving the same.
