Well Hinata lacks rotation which is Neji's main advantage over Hinata but rotation was useless in that fight. Hinata is slower than Neji and has worse reaction so Kidomaru's web spam can end this. Hinata does have vacuum palm but it won't repel multiple attacks.

On the contrary; neji rotation wasn't useless nor made a difference in a sense. What held neji back was his byakugan range if vision which Hinata has more of in part two. Neji decided to stay stationary because he didn't know where kido was. Hinata will not stay still and let kido have his way. The twin lion fist can deflect every arrow while she is heading towards his location. If Hinata is confident Hinata she can win against his cocky character. But if timid and scared she loses.

Kidomaru attacked from outside neji's 50 meter range forcing neji to be on the defensive, since he couldn't pinpoint his opponent.

Hinata's range however was always superior to that of neji's and part 2 hinata has a range of roughly 1 kilometer. Since he can't pull the same tactics he won't win.

Kidomaru and Tayuya were both terrible camp ninja. Close the distance on either of them and they would lose. Neji's mistake was trying to intercept every projectile instead of evading and going straight for Kidomaru. Hinata was promoted to Chuunin during the time skip; so presumably she is aware of smarter battle tactics and smarter ways to use her unique abilities.
