How? Based on what? Neji's only advantage over hinata is superior taijutsu and speed. His byakugan is inferior to hers.

Didn't her own dad say Neji was better Neji's byakugan been stronger since part 1 Hinata isn't even stronger than Hinabi

Since Neji died she has the potential to be stronger, but her lack of rotation is silly. Not to mention her version of rotation (which I think is superior) isn't even in the manga.
