That said, I think Chojuro might be the coolest but weakest Kage we've seen on screen yet. So i'd be willing to drop him a place if convinced otherwise.

I think she's stronger then Hinata but it wouldn't be a easy win, plus Hinata would see through her diversionary tactics with her Byakugan but more then that Kurotsuchi would have avoid CQC at all cost becuase Hinata way more efficient (speed & Taujutsu). Do you thing Neji could beat Kurotsuchi?

Perhaps in 1v1s Hinata could pull victories against them (absolutely not Kurotsuchi though) but just on a general power level. I'd say these 3 nin can defeat more matchups in the NV than Hinata can is all. I know the girls tough but man there's some heavy high Jonin/Kage level types up there to contend with.

Kankurō (Puppetry said to have surpassed Sasori, has an array of actual offensive techniques, with known ones ranking all the way to A-Rank. Also versatile b/c of defensive and binds)
Kurotsuchi (Weak Kage; couldn't even keep Base Kabuto down despite major support - only one actual offensive technique... basic one at that. Otherwise, her arsenal is all binds)
Chōjūrō (Weak and lame; best feat is ambushing Black Zetsu when the latter was already up against KCM Naruto, Mei etc. Failed to do any damage to an exhausted MS Sasuke or his basic Susano'o ribcage)
Hinata (Poor battle sense and no will for it either)

Kurotsuchi is the only one i can rank here. And she's number 1 imo. Lava release Kekkei genkai, over 3 nature types, cunning, strong..She truly is worthy of Kage, highly underestimated imo and probably beats the other three combined.

Chojuro doesn't have many feats i can recollect. Hinata beats kankuro but based on what i know about Chojuro, Kankuro could beat Chojuro...hence my conundrum.
