I don't think she ever was; poor display of ninja skills, hilariously bad feats, nothing note-worthy or decent in the plot. Is she a fan-service? She's borderline ugly. I don't even know what's her use in the manga. She wanted to ride Naruto like a stolen bike; that she has accomplished. Ninja? Yeah, those things were always in the backlog.
