Lol, I wasn't either back then. He wasn't that bad and wasn't very good either. He was quite neutral in how he dealt with America. I also don't recall anyone who was better than him running during the times he ran, so it makes sense he was reelected.

How was it foreshadowed?....
I'm just saying that because Neji was a genius, so I would have guessed he would have known about and would have tried to get that Byakugan

I don't want to explain it right now, it'll be too long.

But anyways, negi had a seal so who knows what that can do to him. Its also been shown that most secrets of the clan are only passed to the heir, so it may be something Hinata and hiashi know about. Also, the requirement could very well be about finding perfect balance and harmony with ones self, which Neji may not be able to do, as he was arrgogant even In p2
