When the manga clearly showed, that she was considered powerful because of her use of the sharigan.

now should wait for the viz translations but, from the text it shows, "used on people", the sharigan is the only dojustu where it effects the enemy.

Ohhdang, I came up with that conclusion because being a shinobi goddess should mean you can use any/all jutsu you want. Heck, according to Ibiki, the Rinnnegan allows you to use any technique you want.
