If so then Himawari might be in a solo (lol) team or get to be a Genin via different means. Again via the clan method then by school.

This would be the perfect way to make a off screen academy for when Hima does attend, since then you could just focus on Himawari instead of making even more new gen kids that we never heard of.

You don't want her to solo the Main Villains in an instant, now do you? The Manga wouldn't last as long and the authors want to milk the series as much as possible, so they have to limit how much panel time she receives. Like I said, very smart.

She's very relevant. Despite the lack of screen time, she's already at the top. Giving her more screen time, will surely endanger the series run time. No one stands a chance against her.
