I've been watching the anime, and read some info on it, so I'm wondering... Does the anime complete the story or will I have to read the manga to completely understand the story ?

I been waiting for the new manga, any idea when the new chapter will come out. I've only seen 2 episodes of the anime and its awesome. I still enjoyed reading the manga and am dying to see what happens.

I'm considering watching this too. I didn't know it maybe incomplete :'(

I don't want to read the manga so will watching the anime be enough to understand the whole plot?

The anime does follow the manga somewhat, but there are multiple things in the manga that deviate from the anime, I recommend watching the anime first if you are doing so already and then read the manga, remember there are many arcs and side stories.
I recommend you read them in this order (these are the main question and answer arcs)
1. Onikakushi-hen
2. Wataganashi-hen
3. Tatarigoroshi-hen
4. Himatsubushi-hen
5. Meakashi-hen
6. Tsumihoroboshi-hen
7. Minagoroshi-hen
8. Matsuribayashi-hen

Side stories- (not in any particular order)
1. Onisarashi
2. Utsutsukowashi
3. Yoigoshi

Watching the anime is enough to go through the whole thing, the second season's conclusion ties up the story very well, although there is a set of OVAs (Higurashi no Naku Koro ni Rei) that's a good post-story addition to watch as well.

Above poster also kindly listed the order of the arcs of the story, and the anime follows this order as well. I haven't read the side stories he listed though, as those all seem to be manga-exclusive and up to date I only watched the anime.
